IS A NEW COMMUNITY BUILDING IN OUR FUTURE?

Village trustees have been in contact with State Representative’s and Congressmen’s offices regarding the possibility of obtaining grant funds or low interest loans to construct a new community building for the Village.  Planning is just in the early beginning stage but the hope is, we will at some time in the foreseeable future, be able to fund this sorely needed and highly anticipated project.  Residents have expressed an interest in having a facility that will allow many year round indoor activities to be scheduled.  It is our hope that we will be able to have a new village office and meeting space that will accommodate those wishing to attend Village functions in addition to onsite storage for necessary village records and documents. 

On another note, the Village is also trying to determine when the additional $30,000+ grant money for the original park will be forthcoming.

POLICE DEPARTMENT

 The Southern View Police department kept very busy during the month of January 2006.  We thank you for your pledge to protect and serve our Village.  Contact the department for any issue that needs attention at 217-529-0255.

Written Warnings Summary – 18 warnings issued

 The department is checking the village for untitled and non-plated vehicles that are parked illegally in our village.  Officers are tagging the vehicles - the owners then have seven working days to remove the offending vehicle from the premises before police action is taken. This is one of several actions being taken to spruce up the village this year. Contact the department if you suspect a vehicle is parked illegally. Information remains confidential.

Parents please review the rules of the road concerning street safety with your children.  Skateboarding and in-line skating are not allowed on village streets but are allowed on sidewalks.  There have been numerous sightings of children standing in the street as vehicles approach and this is very dangerous.  Be sure children are dressed properly so they are visible to drivers.

Fall Garage Sale- September 8th & 9th from 8 a.m. to 3 p.m. with NO additional pickup scheduled

Village Picnic – September 23rd (TBA) in Village Park

The Village will also be holding its first annual Community Park Clean Up Day on Saturday, April 22 beginning at 9 a.m. (depending on weather).  Contact Trustee Janie Stanley at 789-9188 to volunteer to help plant, clean or weed a park flowerbed.

Anyone may request to have an item in the next bulletin.  Deadline to submit items for the May/June bulletin is April 15th.  Call, fax or bring to the village office or you may email any trustee with your information.  Be sure to include your name, address and telephone number in case we need to reach you.  We reserve the right to refuse any submission due to content or space limitations.

 

 

 

The Administration, Finance, Budget and Purchasing committee has been working with a consultant to get the official Southern View web site up and running.  We are excited about again having a forum that represents a truly professional and positive view of our village.  Details will follow as they become available.

 


SOUTHERN VIEW ELEMENTARY SCHOOL NEWS AND NOTES

Grades 3, 4, and 5 will be taking the ISAT during the weeks of March 13-23.  We will be hosting a Volleyball game night with information on the ISAT testing procedures on March 2 at 6:30 p.m.

Attention all families with a child that is or will be turning  five by Sept. 1st.  We will be holding the annual K-night on March 9 at 7:00 p.m.

Our school focus is helping our students get better at writing about what they read, and we have posted a new display of DATA across from the office.  The display lists our students’ progress on reading extended response and other literacy data.

If anyone is interested in a Southern View STARS t-shirt or sweatshirt—please contact the main office.  It is a great way to show your support for our school.

SPRINGFIELD CHURCH OF CHRIST

The Springfield Church of Christ, located in Southern View, has a food pantry available to any resident in need.  Donations are gladly accepted and encouraged.  As a new church, they are always in need of many items for their kitchen so remember them when cleaning out extra, usable household belongings.  For more information, please contact Beth at 217-585-8539. 

Upcoming events at the Church of Christ include the following:

1.       Friday, March 3rd, beginning at 6:30 p.m. we are having a “Jakarta Night” which will be a fundraiser for our congregation in Jakarta, Indonesia.  We’ll be having Indonesian food & music.  No fee to attend – free will offerings only.

2.       Sunday, March 19th at 10:00 a.m. we’ll be having a special “Neighbor Day” worship service.  We’d like to extend a special invitation to all our neighbors in Southern View to come worship with us on this day.

Friday, March 24th at 7:00 p.m. we’re having a “Praise & Prayer Night” which will be an evening of spiritual music, prayer and scripture sharing.  Guests are encouraged to join us for this night of worship.  Afterward, we’ll have light refreshments and snacks in our Fellowship Hall.  Contact the Church for more information at: Telephone:  585-8539        Web site: thespringfieldchurch.com

 The Church recently demolished the old home on their property.  Plans are to have a nicely paved parking lot sometime this summer.  Church remodeling is in progress.


COMMUNITY NEWS

CONGRATULATIONS TO ERNIE AND THELMA STONE, 207 W. ST. JOSEPH ST., ON THEIR 62ND WEDDING ANNIVERSARY ON MARCH 9TH. THEY HAVE RESIDED IN SOUTHERN VIEW FOR 61 YEARS.


COMMITTEE REPORTS

BUILDING PERMIT COMMITTEE

Building permits have been issued for the following residents and or projects:

Building permits are not necessary to replace existing roofs, siding or windows as long as there are NO STRUCTURAL changes.  This rule also covers fences and sidewalks.  Call to verify whether a permit is needed –err on the side of caution.  Contact Trustee Martha Kurtz with any questions at 217-522-1805.

ZONING COMMITTEE

A full Zoning Board of Appeals committee was finally approved at the February Board Meeting.  The committee members include: Hilda Mangiaracina , Chairperson, and residents Mike Patsche, Jim Young, Gene Fuhrman, J.C. Hardy, Billy Serbonsek and Karen Patterson.

PLANNING COMMITTEE

A Village Planning Committee was also appointed.  Members include President Matt Lauterbach, Trustee Nora Petrosky and residents Jim Campbell, Jim Clancy and Jerry Winter.  This panel will work with various other entities on the future progress of our village.

PARK COMMITTEE

Much research has been done to if it is viable to have a dog park in our community park.  Unfortunately, the high cost of such a project makes it unfeasible at this time.  Maybe as we expand in the future we can reconsider this option.

POLICE & PUBLIC HEALTH

The much needed contract for animal control has been finalized with the Sangamon County Department of Public Health.  Residents must contact the Southern View Village Police Department for animal control services.  Do not contact the County directly.

ADMINISTRATION, BUDGET, FINANCE & PURCHASING

A special meeting was held in February after Village officials found numerous files had been deleted from computer files.  An investigation is still pending as to how this happened and what can be done to avoid this problem in the future. 

The committee is currently reviewing the village employee manual to update the manual to include recent changes in the law regarding employees and to be sure the Village is in compliance.

 All trustees are reviewing the Village’s Codes and Ordinances for accuracy and to determine if they have all been recorded properly.  Original ordinance are to be updated each time the ordinance is changed or amended.  This is also a great way for the trustees to become more familiar with the Codes and Ordinances.                                

PUBLIC WORKS COMMITTEE 

We need to know if you have a sidewalk in front of your residence that needs repair, a dead tree or a tree in the village right of way that needs to be trimmed.   If you see a dead animal on the roadway, contact us or leave a message at village office for Public Works to pickup.

 Public Works has been busy with general maintenance of all village equipment and vehicles, cleaning of the PW garages, painting the Village and Police offices, and cleaning up the back lot of village along with many other things that come up throughout the week. A massive effort is being done to make the surrounding areas clean and accessible.  Extra attention will be given to weed control to make the areas look well tended throughout the coming season.  Public Works will also be working on:  replacing lettering on about 13 street signs, updating the Drainage Maps for village, trimming limbs and repairing sidewalks.

 Spring Pickup will begin on Monday, May 22nd.  Pick-up should take about 2 weeks to complete. Pickup will begin on the west side of the village on Carman and will proceed doing the North-South roads. Once this is completed, the crew will start on Kimble doing the East-West Roads.

 Residents are reminded that they are allowed to place gumballs, pine cones and acorns in their garbage cans for weekly pickup.  No additional stickers need be purchased for this.  We do have a garbage ordinance that states every household must have regularly scheduled garbage pickup.  Covered containers are also required to deter animals and rodents. Please do not rake your leaves into the ditchs as this will block the flow of spring rainwater.

 

LIMB PICKUP POLICY

The Public Works Department Limb Pick-Up Program runs from April thru October.  Limbs will be pick-up on the 1st Monday of each month. Please do not put your piles of limbs out until the weekend before.  In the event of severe storms, the Public Works Crew will provide limb pick-up service. Keep Ditches Clean and Clear from Debris!!!

 The Village of Southern View Public Works Department WILL pick-up the following:

Limbs or branches that have fallen from trees and bushes.

Limbs or branches that have been trimmed from trees and bushes as part of tree and/or bush maintenance only. Please see below for restrictions on this.

Limbs or branches must be no larger than 6 feet in length and 4 inches in diameter and cut to a manageable size.

 The Village of Southern View will NOT pick up the following:

Limbs, branches, logs, or excessive trimming resulting from tree removal. If a resident removes a tree or hires a tree removal service, it is the responsibility of the resident and/or tree removal service to dispose of the debris.

Limbs, branches, or logs that are larger than 6 feet in length and larger than 4 inches in diameter. Stumps, shrubs, flowers, vines, garden waste, and grass clippings.  Please contact your waste disposal company to arrange for the pick-up of these items.

 The department now has their own telephone/answering machine number to ensure residents have the ability to get in contact in a more timely and efficient manner.  Contact the Public Works or Park Department when situations arise that need attention and someone will return your call as quickly as they can.  The number is 217-529-8576. 

The Village has a great crew that takes pride in their work and ability to handle all the challenges presented to them.  Ernie, Ken and Brian – keep up the good work and know we appreciate your service to our community.

 Southern View Public Works is looking for a person to help with the Spring Pickup Program. Program will last about 2 weeks working Monday thru Friday 7:30-3:30.  See dates above.  Person should be able to lift about 50lbs.  Hourly pay is $9.00 per hour.  If interested complete an application at the village office.
